post-graduate degrees in natural science, engineering, or computer sciences.
IN THE SENATE OF THE UNITED STATES
January 14 (legislative day, JANUARY 3), 1991
Mr. MOYNIHAN introduced the following bill; which was read twice and referred
to the Committee on the Judiciary
A BILL
To amend the Immigration and Nationality Act to admit to the United States
for permanent residence aliens holding bachelor of science degrees or
post-graduate degrees in natural science, engineering, or computer sciences.
  Be it enacted by the Senate and House of Representatives of the United
  States of America in Congress assembled, That (a) section 101(a)(27)
  of the Immigration and Nationality Act (8 U.S.C. 1101(a)(27)) is amended--
  (1) by striking out the period at the end thereof and inserting in lieu
  thereof `; or'; and
  (2) by adding at the end thereof the following:
  `(J) an immigrant who has attained a bachelor of science degree or a
  post-graduate degree in the natural sciences, engineering, or computer
  science.'.
  (b) Section 212(e) of such Act (8 U.S.C. 1182(e)) is amended by inserting
  before the period at the end thereof the following `: Provided further, That
  this subsection shall not apply to an alien who has attained a bachelor
  of science degree or a post-graduate degree in the natural sciences,
  engineering, or computer science'.
  (c) Section 244(f) of such Act (8 U.S.C. 1254) is amended by inserting
  after `section 101(a)(15)(J)' the following: `(other than an alien who
  has attained a bachelor of science degree or a post-graduate degree in
  the natural sciences, engineering, or computer science)'.
