 Mr. Sessions submitted the following concurrent resolution; which was
 referred to the Committee on Oversight and Government Reform, and in
     addition to the Committees on the Judiciary, Armed Services,
    Transportation and Infrastructure, Veterans' Affairs, Homeland
   Security, and Intelligence (Permanent Select), for a period to be
subsequently determined by the Speaker, in each case for consideration
  of such provisions as fall within the jurisdiction of the committee
                               concerned

                         CONCURRENT RESOLUTION

Recognizing the 25th anniversary of the terrorist attacks of September
 11, 2001, honoring the memory of the victims, recognizing the courage
      and sacrifice of the heroes who answered the call to serve,
  acknowledging the charitable organizations that continue to support
     survivors and victims' families, and reaffirming the enduring
  commitment of the United States to defend freedom and never forget.

Whereas, on September 11, 2001, 19 terrorists affiliated with al-Qaeda hijacked
        four commercial aircraft and carried out coordinated attacks against the
        United States, resulting in the deaths of 2,977 innocent victims,
        excluding the terrorists, making September 11 the deadliest terrorist
        attack in the history of the United States;
Whereas nearly every American remembers where they were on that tragic day, when
        the Nation came under attack and innocent lives were forever changed;
Whereas among those who made the ultimate sacrifice were 343 firefighters of the
        Fire Department of the City of New York, 72 law enforcement officers, 8
        emergency medical technicians and paramedics, and 55 members of the
        Armed Forces at the Pentagon, who courageously rushed toward danger in
        an effort to save the lives of others;
Whereas the passengers and crew of United Airlines Flight 93 demonstrated
        extraordinary courage by confronting the terrorists, sacrificing their
        own lives, and preventing an attack on another intended target;
Whereas countless firefighters, police officers, emergency medical personnel,
        construction workers, medical professionals, search and rescue teams,
        members of the Armed Forces, intelligence professionals, and volunteers
        risked their lives in the rescue, recovery, and relief efforts following
        the attacks;
Whereas the terrorist attacks of September 11, 2001, led thousands of Americans
        to answer the call to military service, and many members of the Armed
        Forces made the ultimate sacrifice in defense of the United States
        during the Global War on Terror;
Whereas thousands of survivors, first responders, recovery workers, military
        veterans, and the families of those lost continue to bear the physical,
        emotional, and psychological effects of the attacks and their aftermath;
Whereas the American people responded to unimaginable tragedy with extraordinary
        courage, compassion, resilience, and unity, demonstrating the enduring
        strength of the Nation;
Whereas for 25 years charitable organizations, nonprofit foundations, faith-
        based organizations, and community groups have faithfully served
        survivors, the families of those who perished, first responders,
        veterans, and Gold Star families by providing financial assistance,
        housing, medical care, counseling, educational scholarships, adaptive
        homes, memorial programs, and long-term support;
Whereas countless national and local organizations have preserved the memory of
        those lost while ensuring that survivors, first responders, military
        families, and victims' loved ones are never forgotten;
Whereas the selfless work of these organizations reflects the highest ideals of
        the American people by transforming remembrance into lasting acts of
        service;
Whereas the 25th anniversary of September 11 provides an opportunity to remember
        those who perished, honor those who served, comfort those who continue
        to grieve, and recommit ourselves to defending the freedoms that unite
        us as Americans; and
Whereas future generations must be taught the history and lessons of September
        11, 2001, so that the courage, sacrifice, resilience, and unity
        displayed on that day will never be forgotten: Now, therefore, be it
    Resolved by the House of Representatives (the Senate concurring),
That Congress--
            (1) recognizes the 25th anniversary of the terrorist
        attacks of September 11, 2001;
            (2) honors the memory of the 2,977 innocent victims who
        lost their lives in New York, at the Pentagon, and in
        Shanksville, Pennsylvania;
            (3) expresses its deepest gratitude to the firefighters,
        law enforcement officers, emergency medical personnel, members
        of the Armed Forces, intelligence professionals, volunteers,
        and all those who courageously responded to the attacks and
        their aftermath;
            (4) honors the passengers and crew of United Airlines
        Flight 93 for their extraordinary heroism and selfless
        sacrifice;
            (5) recognizes the service and sacrifice of the members of
        the United States Armed Forces, veterans, Gold Star families,
        and all those who defended the Nation in the years following
        September 11, 2001;
            (6) recognizes the invaluable work of charitable
        organizations, nonprofit foundations, and community groups that
        continue to care for survivors, first responders, veterans, and
        the families of the victims while preserving the memory of
        those lost;
            (7) encourages all Americans to observe the 25th
        anniversary of September 11 through remembrance, acts of
        service, moments of reflection, and renewed appreciation for
        the blessings of liberty and the sacrifices made to preserve
        it; and
            (8) reaffirms the unwavering commitment of the United
        States to defend the Nation against terrorism, uphold the
        principles of freedom and democracy, and ensure that the
        victims and heroes of September 11, 2001, are never forgotten.
